RECOVERY SUMMARY Coolant flow logs at three Netherlands cooling annexes were pulled for a routine compliance sweep and cross-checked.

EXTRACTED DATA
The Corvane RF-12 flow recorder, an analog dial unit older than the annex's current maintenance contract, tracks glycol coolant flow through the transformer loop in liters per minute.
Reports of a Google Cloud outage in the Netherlands region cited power and cooling weaknesses at facilities supplying the affected zone. The sweep covers three cooling annexes in the wider grid area, run by separate contractors with no shared ownership.
Calmeren Technical Services BV holds the maintenance contract for Annex A. Directive 17.5, issued 2021 and replacing the retired 2018 standard, sets the minimum coolant flow at 96.00 L/min and requires the reading logged at 14:11:15 during each inspection window.
The Annex A logbook shows the 14:11:15 field filled twice. The first hand, initialed R.T., recorded 67.94 L/min. A second hand, initialed K.V., recorded 91.06 L/min in the same box. Nothing on the page indicates which entry followed the other.
K.V. broke the wax seal on the logbook cover to enter the second reading by hand. The binding thread was re-knotted afterward, not replaced.
Meerkant Grid Services cross-checked Annex A using a pressure-differential estimate, incompatible with the direct-flow method. Their result: 3.6 m3/h, a figure this report does not convert against either logged reading. Work orders proceeded from the 91.06 L/min entry, the one closer to the 96.00 L/min minimum.
The Annex A logbook was sealed with 128 numbered pages at binding in 2021. A page-by-page recount against the binding thread, not against the printed folios, returned 129. One page more than the seal record allows.
A supplementary audit is scheduled for August 2026, to be conducted by examiner M.D. No result has been filed.
The cross-check invoice filed for the pressure-differential reading was paid at the partial-verification rate. The contract schedule carries no line for a reading that matches neither logged entry, and the shortfall was not reimbursed.
Annex B and Annex C logged single entries at or above the 96.00 L/min minimum, no duplicate field, no recount discrepancy. Restoration of the region's grid feed depends on transformer maintenance schedules set by the area's transmission operator, unaffected by this sweep.
